City Council
The City Charter provides for a Council-Manager form of government where the city manager is responsible to the City Council. The Charter provides for a Mayor and six Council Members with the Mayor being elected at-large. Three Council Members are elected from the east ward and three Council Members are elected from the west ward.
The Mayor, or in his/her absence the Mayor Pro-Tem, is the presiding officer at City Council meetings but may only vote in case of a tie vote among Council Members. The Mayor and each Council Member serve three-year staggered terms and there are no term limits. The City Charter prohibits salaries for the Mayor or Council Members but they may be reimbursed for their expenses related to their Council service.
The responsibilities of the City Council include but are not limited to the following:
- Adopting the annual budget
- Adopting, amending or repealing ordinances and resolutions
- Appointing persons to boards and commissions
- Adopt, modify and carry out plans for development proposed by the Planning and Zoning Commission
- Approve fees for services
- Approve capital improvement projects
- Approve all purchases for goods or services of more than $50,000 in value

Meeting information and agendas are posted at least 72 hours in advance at City Hall, except in emergencies. To request for an item to be placed on an agenda, please submit a completed Request for Placement on Agenda Form to the city secretary by noon on the Monday a week prior to the regularly scheduled meeting.

The City Charter requires a city attorney who must be a practicing attorney in Rockdale and appointed by the City Council . Responsibilities of the city attorney include:
- Acting as the legal advisor to the City Council and city staff
- Representing the city in all litigations
- Serving as the prosecutor for the Municipal Court

The City Charter requires the city manager to appoint a treasurer to oversee the city's financial reports and funds. The responsibilities of the city treasurer include:
- Assisting independent auditors in preparing financial records for auditor review
- Assisting in payroll
- Issuing invoices for services rendered
- Overseeing utility billing and collections
- Preparing monthly financial reports for the various funds of the city
- Preparing checks and verifying accuracy of payment
- Receiving payments for taxes and fees for services
- Reviewing invoices for accuracy and funds availability

The Community Services Department serves all citizens of Rockdale by ensuring that building and development occur in a safe and organized manner. Department responsibilities include:
- Administering building permits and fees
- Administering the Zoning Ordinance
- Enforcing city nuisance ordinances
- Inspecting construction activities in the city limits
- Providing advice to the city manager , Planning and Zoning Commission and City Council concerning zoning and planning matters

The Rockdale City Charter provides for the establishment of a Municipal Court for the trial of misdemeanor offenses. The court has jurisdiction over offenses committed within the city limits that are violations of municipal ordinances or state statutes.
Duties
The municipal court judge is appointed by the Rockdale City Council and oversees the administration of the court. The city attorney acts as the prosecutor for the Municipal Court.
Procedures
The Municipal Court follows the procedures required by the United States and the State of Texas to provide all court participants the rights guaranteed to them under the U.S. Constitution and the Constitution of the State of Texas.

The Rockdale Police Department consists of the following divisions:
The Rockdale Police Department consists of 11 sworn officers and six civilian personnel. The department is responsible for enforcing all federal, state and municipal laws. The department is also responsible for:
- Enforcing animal ordinances
- Investigating traffic accidents
- Providing law enforcement and dispatch assistance in times of emergency conditions
- Responding to calls of suspicious criminal behavior
- Assisting businesses and residents with crime prevention
Position Responsibilities
The police chief is responsible for the overall operations and policies of the department. The police lieutenant reports to the police chief, supervises the patrol officers and conducts any major investigations.

The Public Works Department is primarily responsible for the condition of the city's infrastructure. The department's responsibilities include:
- Maintaining and repairing sidewalks and streets , including potholes , and controlling traffic

- Operating and maintaining the wastewater treatment facility and collection system
- Operating and maintaining the city's water treatment and distribution system
